It has been revealed by Microsoft themselves that they introduced, "by design", a power-down of the Registry backups that run in Windows 10. In spite of this, the system was still showing to be fully-functional and working correctly for the entire eight months it was switched off, even though no backup files were being created.
Microsoft revealed that "Starting in Windows 10, version 1803, Windows no longer automatically backs up the system registry to the RegBack folder. If you browse to the WindowsSystem32configRegBack folder in Windows Explorer, you will still see each registry hive, but each file is 0kb in size." (Brinkmann, M , 2019).

A workaround has been released along with this statement, but it undeniably came too late for the 800M users who have been left with empty, and incomplete registry backups.
